Nineteen of the Russian's 21 championships have been won on hard surfaces
A resurgent Medvedev claimed his initial championship for over two years with victory over opponent Moutet in the competition title decider.
The athlete, a former world number one, has experienced a difficult season, winning just a single victory at the Grand Slams and undergoing a setback at the US Open.
Medvedev's unpredictability on the professional circuit - and difficulties with his service game in particular - caused him falling of the world's top 10 and eventually separating with long-time mentor Gilles Cervara.
Now training with Thomas Johansson and his other coach, the tennis star has gradually advanced in the last few weeks - climaxing in a tightly fought 7-5 4-6 6-3 triumph over challenger Corentin Moutet.
This represents the player's first title after the Italian tournament and maiden on a hard court since spring of that year.
The win also means Medvedev has achieved 21 championships at 21 various events.
"This marks the first occasion I am participating in a tournament with my two daughters together, so to secure a trophy is really nice," said tennis professional Medvedev.
"This title is in dedication of my child her name, because the first title I won when my first daughter her name was delivered was for her."
The athlete, the 2021 US Open champion, had failed in his last six championship matches, featuring in Halle previously this season.
His counter-punching strategy and recurring reactions on the playing surface had led observers to doubt if his capacity to compete at the highest level was over.
However the athlete has made changes in the past month, making an effort to approach the net and play positively, supported by an enhanced serve.
Medvedev came back from a deficit in the opening set against the difficult opponent, securing 4 of the last five exchanges to go ahead.
Both players swapped breaks in the following set before the challenger, bidding for his first tour championship, seized the initiative to push for a decider.
The opponent rescued four early chances in a competitive deciding set before Medvedev won the break to that score to serve for the match.
Fittingly, the winner secured the win with a shot at the front of the court, with Moutet failing to manage a return after over two and a half hours.
